Who Must File a Tax Return
Pakistan's Income Tax Ordinance requires every person meeting certain thresholds to file an annual return. Beyond legal obligation, filing maintains your Active Taxpayer List status — which halves withholding tax rates on banking, property, contracts, and dividends.
Salaried Individuals
Annual salary exceeding PKR 600,000 — or owning property, a vehicle, or travelling abroad in the year.
Business Owners
Sole proprietors, partners in AOPs, and self-employed professionals with any business income.
Companies & AOPs
All SECP-registered companies and Associations of Persons regardless of profitability.
Overseas Pakistanis
NRPs with Pakistan-source income including rental income, dividends, bank profits, and property.
ATL advantage: Active Taxpayer List status reduces property purchase WHT from 4% to 2%, banking profit WHT from 30% to 15%, and dividend WHT from 30% to 15%. These savings typically far exceed the cost of professional filing.
